Is TBXcoreStructV03.rng that is referred to from TBXinfo updated now, after ISO 30042:2019(E) was finalized? I couldn't see any timestamp so it's difficult to know when the filen was created and updated.

ISO 30042:2019 is also referred to as ed-2 (second edition of ISO 30042) and TBX V03 (third version of TBX).
So, TBXcoreStructV03.rng is the correct core structure schema for ISO 30042:2019.
